UNDERSTAND THE REPORT

What the charts can tell us

Daily patterns, with the peaks in view

The daily chart averages the 24 supplied percentage values for each source date. Daily means range from 24.5% on September 28 to 49.7% on September 8. All daily mean points therefore fall in the teal, below-50% band.

Switch to Row range to see each day’s lowest and highest reported row. Daily averages can hide higher individual readings: the month’s highest row is 82.88%. These are report values; the source does not explain whether a row is a snapshot or an hourly average.

Distribution describes rows

478 of 720 rows (66.4%) report values below 50%; 6 rows (0.8%) report 80% or above. Each row counts once. The bands make the values easier to compare; they are not thresholds for parking difficulty, congestion or service quality.

This does not show how long an individual space was occupied, turnover, vehicle visits or payment activity.

The denominator needs attention

The count chart shows the smallest reported total for each day. Across all rows, total_number ranges from 530 to 919, with 12 rows below 900. We do not know why it changes.

A smaller total cannot establish added free parking, fewer operating spaces, an outage or a change in demand. Compare this chart with the percentages before drawing a conclusion; do not treat the month as a fixed inventory.

Useful questions for Bend

Residents & visitors

See what the released historical report contains and how much a monthly average can hide. Use current signage and official parking information for a trip; this page offers no live space availability or best-hour recommendation.

Local businesses

Use the dates as a starting point for questions about local patterns. Matching them to a particular block, event or business requires confirmed coverage and more context. Parking rows do not establish foot traffic, customer visits or sales.

Planners & researchers

Download the rows to reproduce these summaries and identify questions for a documented dataset: mapped coverage, timezone, measurement definitions and quality flags. Confirm those before comparing locations, seasons or policy changes.

SOURCES & METHODS

Know the boundaries

What was released

The 17-page Occupancy September 2026 PDF, released for City of Bend PRR-2026-482, contains local_time, percentage_value, occupied_number, free_number and total_number. This is occupancy report data, not a payment dataset.

There are 720 rows: one for every displayed hour from September 1 at 12 AM through September 30 at 11 PM, with no missing or duplicate displayed hours. That verifies the table’s sequence, not sensor completeness.

Calculation & quality checks

Means give equal weight to each supplied percentage. No rows are excluded, interpolated or pooled into a count-weighted percentage. Daily minima and maxima use the 24 source rows per date. Displayed values are rounded; downloads retain more precision.

Occupied plus free equals total in all 720 rows. Supplied percentages differ slightly from occupied ÷ total, by up to about 0.107 percentage points. The source does not explain rounding or measurement semantics; these charts retain the supplied percentages.

What is unconfirmed

The source does not document the geographic boundary, timezone, whether values are snapshots or hourly averages, the total’s unit definition, or quality flags. A complete sequence does not verify every physical space or a constant monitored area.

No timestamps have been converted. No hourly recommendations, neighborhood rankings or live-feed claims are supported by this release.

Provenance & release status

The source PDF was downloaded October 13, 2026 and independently re-extracted and checked October 14. It is 182,693 bytes; SHA-256: c7e7a8de170039f40f6b162e35d13bdec47cef571882acbfa99101838464d2d6. The downloadable PDF is an unchanged copy; CSV files are derived transcriptions.

A separate one-page Cleverciti specifications PDF was also released and reviewed. Its illustrative dashboard imagery is not reproduced here or treated as current data.

According to City correspondence dated October 14, items 3–4 had been released; contract/procurement items 1–2 remained pending a fee decision and legal review for potentially confidential vendor information. For item 5, the City reported no records or finalized plans for a public dashboard. This status is attributed to correspondence supplied for this project, not a public attachment.
